If a student tries and fails to register for a class, is the student charged the service fee? What should the student (or I) do?

No. The service fee is only applied to Paid invoices. Failed attempts or declined credit card transactions will not be charged the service fee. You (or the customer) will need to register for the class and complete payment for the registration to be complete.
